Job Description

Under limited direction, the Business Systems Analyst II is responsible for defining and analyzing end users data requirements and develops user oriented solutions which interface with and between existing applications, including the development of user interfaces, data extraction tools, reports using various tools and data mining techniques. Works with ERP team to review, analyze, and modify programming systems including encoding, testing, debugging, and installing to support an organization's application systems. Consults with users to identify current operating procedures and to clarify program objectives. Serves as the Human Resources designee regarding position control information for the all areas of the Medical Center. Works under general supervision, but a certain degree of creativity and latitude as required.

Education / Experience: Bachelor's Degree in HR or related field plus 4 years of experience in HRIS including Position Control setup and maintenance; or equivalent combination of education and experience.

Skills and Qualifications:

  • Demonstrated technical skills in the set up and use of Human Resources ERP systems and/or EMR
  • Strong proficiency in Microsoft office applications (Word, Excel, Access, Visio, Project)
  • Strong analytical and quantitative skills
  • Written, oral, and interpersonal communication skills. Ability to communicate in both technical and non-technical formats.
  • Strong critical thinking, reasoning, deduction, and inference, and problem solving skill.
  • Flexible—ability to manage multiple projects and reprioritize tasks as necessary.

Essential Functions:


Consults with both Medical Center & HR stakeholders to define HR reporting requirements & metrics. Develops high quality reporting using multiple tools to manipulate data extracts from various sources into meaningful reports and analytics. Ensures data integrity and effective HR reporting by analyzing data, as well as, creating, maintaining and delivering reports.


Promotes proactive analysis of business processes to understand functional business requirements and procedures, applies expert knowledge of potential capabilities of HR systems, develops, documents, and presents multiple solutions and approaches to problems, translates the best choice into functional specifications, tests developed solution, introduces final product into production.


Performs a wide variety of specialized position control functions related to employment processing, status changes, separations; provides assistance to departments regarding a variety of position control policies and procedures. Ensures accuracy of budgeted positions, departmental tables of organization, and administrative workflows. Compares and analyzes position control data and prepares specific reports as required.


Executes system test plans and conducts functional testing for multiple system modules. Ensures software quality assurance standards are achieved, and validates that business goals are accomplished.


Creates functional documentation and specifications for software configuration and customizations. Documents all processes, standard operating procedures, workflows, and related system activities.


Provides level two system support to end users. Utilizes knowledge of systems to analyze user needs and requirements to solve business problems. Uses knowledge of systems to influence others to achieve required results.


Develops and delivers end-user training. Creates and maintains end-user documentation and training materials. Maintains system configuration dictionaries and settings. Assists in the development of policies and procedures to support system design.


Manages assigned projects from inception to end-user sign off.
