JOB SUMMARY:

The Director is accountable for the administrative management and application of the science of informatics to the collection, storage, use, and transmission of information to meet the legal, professional, ethical and administrative records-keeping requirements of health care delivery. Serve as custodian to over two million patient medical records that are maintained in paper-based and computerized record formats. Assure areas of responsibility meet and support the Medical Center's mission and goals. Assure the medical records are maintained to meet patient care, financial reimbursement needs, and all regulatory and legal requirements. Serve as resource/consultant on medical records to Medical Center Departments and outreach activities of the Medical Center. Work in a challenging, changing environment that is focused on performance improvement, outcomes and, cost effective management. Viewed as the expert authority on information management as it relates to the patient record and partners with both clinical and financial operations to plan information systems, develop policy and identify current and future information needs for the Health System, including the physician practice and hospitals.

Education:

  • Bachelor's degree in Health Information Management
  • Preferred Master's Degree in related field.
  • Additional education/classes in information/computer systems and technology, preferred
  • Additional education/classes in business practices/statistics, preferred

Experience:

  • 10+ years Hospital management experience in Medical Records/Health Information Management Department
  • Demonstrated ability to manage clinical services revenue
  • Experience working with large attending and house staffs in academic setting
  • Experience working with computerized medical records and information systems

Leadership:

  • Operates within organizational structure as the single, senior leader for translating clinical services into collectible revenue
  • Aligns with clinical co-management structure & clinical documentation improvement team
  • Establishes appropriate management structure in support of clinical revenue production
  • Visionary in alignment of people, processes and technology relative to clinical revenue production
  • Manages and develops work teams effectively

Licensure, Certification, and/or Registration:

  • Registered Health Information Administrator (RHIA)

Major Accountabilities/Responsibilities:

1.) Exemplifies the Wake Forest Baptist Medical Center (WFBMC) Values and Code of Conduct, while striving to identify compliance risk through department led risk assessments, system monitoring, and periodic audits, and reporting any identified violation to Legal Services and Corporate Compliance Departments. Ensures immediate action is taken on any issues identified through a self-assessment or by Legal Services or Corporate Compliance; that policies are developed or revised as necessary; and that efforts are made to ensure a positive and compliant work environment for all employees.

3.) Serves as the custodian of the Medical Center's medical records, which are maintained in paper-based and computerized formats.

4.) Directs the staff of the Medical Record Department to provide customer focused service in the following areas: master patient database and numbering system; medical record storage, filing and retrieval, document imaging, master provider/professional database, Hospital forms' control, release of patients' protected health information, including subpoenas and court orders to assure patient confidentiality and HIPAA compliance; transcription through contractual arrangements with outsource vendors, analysis of medical records for completion of defined deficiencies by the Medical Staff, and review to assure compliance with The Joint Commission, Centers for Medicare and Medicaid Services, licensure, and other regulatory and legal standards and requirements.

5.) Design and implement operational and measurement best practices and systems to assure the medical center is capturing 100% of contractually available revenues and can accurately translate revenue cycle corrective actions into medical center financial statement changes.

6.) Design and execute perpetual optimization efforts focused on clinical documentation, all enterprise clinical coding, charge capture and revenue production. Develop and execute focused initiatives to grow net revenue, minimize net revenue leakage, optimize cost-to-collect and accelerate AR liquidation.


7.) Provides technical and ICD-10 work-stream leadership to enterprise ICD-10 implementation and future code set updates.

8.) Establishes long and short term goals related to areas of responsibility by anticipating problems, solutions; by keeping informed of new practices, technology, changing standards, laws; and by evaluating current and future health record needs of the Medical Center and developing plans to support or accomplish.

9.) Serves as the primary/accountable revenue cycle interface to clinical business administrators relative to clinical revenue production.

10.) Forecast financial needs and goals of Departments under direction, including preparation of operational and capital budgets, with commitment to cost effective management.

11.) Ensures there is trained staff to perform duties in areas of responsibility and ongoing development of staff and self in an environment that encourages productivity, job satisfaction and positive reinforcement.

12.) Develops and enforce all Medical Center clinical coding policies and standards.

13.) Serves as the primary/accountable revenue cycle interface to clinical business administrators relative to clinical revenue production.

14.) Serves as resource/consultant on medical records and all clinical coding to outreach activities of the opsitaMedical Center and determines how to incorporate medical records and practices of outreach organizations into the WFBMC's environment.

15.) Serves as member of internal committees requiring medical record knowledge, participates in external health information management organizations to maintain professional growth, and serves as clinical site coordinator for education affiliations.
