Job Summary: Responsible for directing all activities associated with regional medical disaster planning and response including the development and implementation of comprehensive regional medical disaster response program. Develops short and long range plans, maintains knowledge in areas of responsibility through contacts with industry peers and involvement with EMS, Hospital, and Emergency Management associations. Serves as TRAC liaison to the Local Emergency Planning, Joint Disaster, and other local, regional, and state Emergency Preparedness committees. Responsible for emergency response, coordination and completion of projects assigned by the Regional Disaster Committee, supervision of full time and contract employees. This position also has reporting responsibility to the Hospital Preparedness Coordinator for the North Carolina Office of Emergency Medical Services.

Education / Experience:
Bachelors Degree in healthcare or emergency management related field and 5+ years experience in emergency management or trauma/emergency/pre-hospital care, or Associate Degree in healthcare or emergency management related field and 10 years experience in emergency management or trauma/emergency/pre-hospital care required. Training in emergency management or related field. 1 year disaster preparedness planning

Reports To: Assistant Manager, Emergency Management and Response

Licensure, Certification and / or Registration:
Current licensure to practice as a Healthcare Professional in the State of North Carolina by the appropriate licensing agency.
Certification in ICS 100, 200, 300, 400, 700, 800, FEMA IS 235, FEMA IS 197-SP, and HSEEP or the ability to gain those certifications within 1 year of employment
North Carolina Driver's License
Maintains licensure to operate forklift equipment
Essential Functions:

1. Adheres to the general hospital standards to promote a cooperative work environment by utilizing communication skills, interpersonal relationships and team building. Follow hospital and departmental policies and stay informed about changes in policies and procedures.

2. Actively engages regional partners in the regional Hospital Preparedness Plan through on-site visits, oral and written communications, and other methods determined by NCBH. Counsels Triad RAC hospitals on the use of Federal Funds provided by the US Dept of Health and Human Services, assisting with grant issues as needed.

3. Serves as the lead planner and interfaces with all facilities in the Triad RAC. Works with regional partners in the Hospital Preparedness Plan to analyze, develop and maintain the regional disaster plan for 17 county region. Develops and coordinates SMAT Team response planning. Complete a Multiyear Training and Exercise Plan and submit to OEMS

4. Develops and coordinates the T-RAC State Medical Assistance Team (SMAT) ensuring a fully trained staff. Identifies team and training needs, develops and coordinates recruitment of needed team members and provide any needed training

5. Identifies need and provides education to Triad RAC healthcare system partners related to disaster preparedness. Informs partners of State Medical Response System (SMRS) mission, capabilities, benefits, and responsibilities of participation.

6. Has first line supervisory responsibility for the Regional Disaster Response and Recovery program. Establishes, interprets and communicates department policies and procedures for the activities and functions of the Disaster Response Staff. Communicates goals and guidelines for activities. Monitors activities of employees. Ensures that training is conducted as needed and as policies are changed. Analyzes time and attendance reports and variance reports. Reviews and approving supplies and service requests.

7. Strengthens relations with the RAC's stakeholders and help determines what assistance may be required to update as necessary their Regional All-Hazard Health and Medical Response and Recovery Plan throughout the RAC. Facilitates other programs or projects as requested by OEMS and/or the Triad RAC such as Critical Incident Stress Management (CISM) and ChemPak.

8. Provides reports as required to the OEMS and Triad RAC. Develops budgets for Federal Grant applications Oversees Hospital Preparedness Program regional funding for building and sustaining State Medical Response System as directed.

9. Serves as liaison between the Triad RAC and the Office of Emergency Medical Services. Monitors participation in State Medical Asset Resource Tracking Tool (SMARTT) by all hospitals in Triad RAC. Assists the local Offices of Emergency Management and county Emergency Medical Services (EMS) with the NC Medical Communications Network(NCMCN) and/or Voice Interoperability Plan for Emergency Responders (VIPER) regarding operations and training.

10. Leads regional bioterrorism and biohazard disaster response planning, coordinating and/or serving on the Disaster Preparedness Committee and Joint Disaster Committee for Forsyth County.

11. Assumes responsibility for self-directed professional growth, attending in-services, meetings and other educational offerings as required. Participates actively in professional organizations and activities. Shares information with colleagues utilizing his/her knowledge as a teacher and consultant.

Skills and Qualifications:

Knowledge of the principles and practices of emergency services, grant administration, and project management
Knowledge of local, state and federal laws related to disaster planning and emergency services
Knowledge of current trends and developments in the field of emergency medical services and hospital disaster response planning
Knowledge of office technology and presentation software
Strong organizational and time management skills
Strong team leadership skills and the ability to work with representatives of various organizations and divergent perspectives

Work Environment:
This position is on call 24 hours per day and must be able to respond to all emergency situations.
Subject to varying and unpredictable situations including work assignments in austere environments
Subject to many interruptions
Subject to long irregular hours
Significant travel required
Occasional pressure to simultaneously manage multiple calls and inquiries
May, on occasion, be required to deploy with into austere environments with the State Medical Assistance Team.
